The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Minor Permit No. AQ0077MSS01 to Alyeska Pipeline Service Company (Alyeska) for Pump Station 7. Additionally, ADEC proposes to issue a significant revision to the Title V operating permit using the integrated review procedures described in 18 AAC 50.326(c)(1).

Activity: The minor permit is classified under 18 AAC 50.508(6) to revise or rescind terms and conditions of a Title I permit. Alyeska requested to revise the fuel sulfur limit for EU IDs 1 through 8. For the draft operating permit, only conditions being revised in response to the application and as described in the statement of basis are open to public comment.
Emissions: The permit action will result in a decrease in sulfur dioxide potential emissions of 68 tons per year.
ADEC Preliminary Review: Based on review of the application, ADEC drafted preliminary permit decisions for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by the close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
