Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Chugach Electric Association, Inc. (Chugach) filed a tariff revision designated as TA428-8, requesting Commission approval to implement the Simplified Rate Filing (SRF) process for rate changes for customers that receive service under Chugach’s tariff for transmission and ancillary services.
The SRF is a process by which an electric utility may adjust its rates, outside of a general rate case, as frequently as quarterly, but may not exceed a cumulative 20 percent increase in any three-year period or a cumulative eight percent in any twelve-month period. Rate adjustments under SRF regulations are in addition to Chugach’s quarterly Fuel and Purchased Power Rate Adjustments (3 AAC 48.700 and 3 AAC 52.503). With TA428-8, Chugach is requesting to implement the SRF process to adjust rates for customers that receive service under its tariff for transmission and ancillary services on a quarterly basis, utilizing the twelve months ending March, June, September, and December as the test periods.
In addition to requesting to implement the SRF process for transmission and ancillary service rates, Chugach is proposing rate changes to the Chugach transmission and ancillary services rates based on a test year ending June 30, 2016. With this filing, Chugach is requesting a decrease of 10 to 14 percent for transmission and ancillary services rates. Chugach is not proposing SRF rate adjustments for retail service and wholesale service to Seward Electric System. A sample of the existing and proposed rates is provided below.
