Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that ENSTAR Natural Gas Company (ENSTAR) filed TA287-4, seeking to update its rules regarding requests for service, notice before and notice of discontinuance of service, service line fees, automatic payment using a credit or debit card, and notices to the utility and customers.

ENSTAR proposes to add electronic mail and text messaging as methods by which it may provide notices to customers, including notification before and notice of discontinuance of service. In addition, ENSTAR proposes to revise provisions addressing company notices to customers (Section 901) and customer notices to the company (Section 902) to include several additional forms of notification. Section 705d has been updated to include that credit and debit cards may be used as a part of the automatic payment plan. ENSTAR proposes adding language to Section 601b to include revisions approved in TA271-4 regarding the methodology to determine fees for service line piping that is 2 inches or greater. Finally, ENSTAR proposes to clarify its obligation to customers or former customers applying for service through an agency or other relationship and add a reference to Section 408c, the right to refuse service if necessary to protect against abuse or fraud.

This notice does not contain all of the revisions proposed in TA287-4. The Commission may approve a rate or classification which varies from those proposed.
