NOTICE OF JOINT APPLICATION FOR CONNECTION PERMIT, APPROVAL OF CONNECTION AGREEMENT, AND APPROVAL OF CAPACITY LEASE AGREEMENT
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on July 20, 2016, Endicott Pipeline Company (Endicott) and Northstar Pipeline Company, LLC (Northstar) jointly filed an application pursuant to AS 42.06.140(a)(8) and 3 AAC 48.625, for a permit to connect facilities at Trans Alaska Pipeline System (TAPS) Pump Station No. 1 (PS01). Endicott and Northstar have also requested approval of the connection agreement between them and a capacity lease agreement to accommodate Endicott throughput from the new connection to TAPS PS01 through existing Northstar-TAPS connection facilities. Docket No. P-16-005 was opened to address this matter.
The joint applicants state that the proposed connection will promote efficiencies in operations and maintenance for the Endicott and Northstar Oil Pipelines, with resulting cost-savings benefits for both pipelines and their respective shippers. The joint-applicants further state there will be no adverse impacts upon any third parties.
No motions for waiver or petitions for confidentiality were filed with the Endicott-Northstar application. The Commission has not determined that the application is complete. The Commission may determine whether the application is complete by August 10, 2016.
