Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Chugach Electric Association, Inc. (Chugach) filed tariff revision TA421-8 on April 18, 2016 seeking approval of a special contract for Chugach to provide natural gas management services to Matanuska Electric Association, Inc. (MEA). MEA proposes an effective date for the special contract of April 1, 2016. Some of the key provisions of the proposed special contract include:
- Chugach will provide natural gas dispatch services for the Eklutna Generation Station (EGS) beginning April 1, 2016.
- Each day by 12:00 p.m., MEA will provide Chugach a day ahead schedule for fuel and power schedule for the following day, including scheduled EGS load, scheduled purchases of power from third parties that have agreed with MEA to generate such power for MEA using gas supplied by MEA or other such third parties, and scheduled economy energy sales by MEA to third parties.
- MEA will pay Chugach a monthly fee of $17,500, for natural gas dispatch services.
- The special contract will remain in effect through March 31, 2017, unless extended by mutual agreement. The special contract may be extended through March 31, 2018, provided that Chugach and MEA agree to extend the term on or before August 1, 2016.
Chugach also filed a tariff sheet revision to reflect addition of the special contract, proposing an effective date of June 3, 2016. Chugach requested that the Commission find good cause to waive application of 3 AAC 48.390(d), which allows the Commission to approve a special contract for untariffed services while a tariff revision for that service has been suspended and is pending final approval.
