Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Golden Valley Electric Association, Inc. (GVEA) filed tariff revision TA285-13 seeking to add new provisions for Standby Service and Supplemental Power Service in response to a new Commission requirement that electric utilities file tariff provisions governing sales to a Qualifying Facility (see 3 AAC 50.790(a), (b)).

GVEA proposes to provide Standby Service to customers that meet, or partially meet, their electric power requirements with on-site generation resources with a nameplate capacity rating from 1,000 kW up to 5,000 kW, and who may require energy on an irregular or non-continuous basis for that portion of the customer’s load normally serviced by their own generation. GVEA proposes that a special contract will be required if the nameplate capacity is less than 1,000 kW or greater than 5,000 kW, if the customer requires Interruptible Power Service, or if GVEA determines that additional facilities are required to serve the customer. With TA285-13, GVEA proposes that all customers taking Standby Service must have metering to permit correct metering of Standby Service, which may be installed by the customer or by GVEA. GVEA proposes a minimum 12-month term for Standby Service. A customer must enter into an Interconnection Agreement prior to receiving Standby Service. GVEA proposes to allow customers the ability to select Standby Service in the following forms: Backup Power Service, Scheduled Maintenance Service, Interruptible Service, or any combination. Interruptible Service will be provided under special contract.

GVEA proposes in TA285-13 to provide Supplemental Power Service to customers taking service under large commercial and industrial rate schedules that have electric power requirements at least partially met by their own generation, but require additional capacity and energy from GVEA on a continuous basis.
