NOTICE OF UTILITY APPLICATIONS TO DISCONTINUE SERVICE

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on April 11, 2016, Alaska Power Company (APC) filed an application seeking authority to permanently discontinue electric service in Healy Lake, and the approval for related amendments to its Certificate of Public Convenience and Necessity (Certificate) No. 2. The application also seeks approval to transfer ownership of its operating assets in Healy Lake to the Healy Lake Village Council. Docket No. U-16-043 was opened to address APC’s application.

In addition, the Commission gives notice that on April 11, 2016, Alaska Telephone Company (ATC) filed an application seeking authority to permanently discontinue local exchange telephone service in Healy Lake, and the approval for related amendments to Certificate No. 31. Docket No. U-16-044 was opened to address ATC’s application.

According to the companies, neither APC nor ATC have any electric or wireline telephone service customers in their Healy Lake service areas, nor have they had any requests for service for over a year. The companies state that electric service and telephone service have been temporarily suspended to the community since April 14, 2015.

AS 42.05.261(a) provides that a public utility may not discontinue or abandon service unless, after notice and an opportunity for hearing, the Commission finds that continued service is not required by the public convenience and necessity. A hearing may be scheduled by the Commission in a future order to allow interested persons to voice their support for or opposition to APC’s and ATC’s proposed discontinuance of electric and wireline telephone service in Healy Lake.

No motion for waiver or petition for confidentiality was filed with the applications. The Commission has not assessed the completeness of the applications. The Commission may determine whether the applications are complete by April 29, 2016.
