Notice of Utility Tariff Filing 

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Matanuska Electric Association, Inc. (MEA) filed tariff revision TA465-18, a copy of its Subdivision Agreement for Extension of Electric Service (Agreement) in compliance with Commission requirements in Letter Order No. L1600029 (issued on January 25, 2016, approving TA462-18).  

The Agreement proposed with TA465-18 includes and clarifies language approved with TA462-18.  Additionally, the proposed Agreement includes:

  • Language governing the subdivider’s responsibilities should a change of grade affect necessary clearance for either overhead or underground lines or MEA’s access to the line extension;
  • A statement that should a subdivision plat be revised, requiring a redesign of the electric system, the subdivider will be required to pay an additional engineering advance prior to any redesign and preparation of a new cost element;
  • A statement that, if commencement of construction is delayed more than thirty (30) days due to conditions beyond the control of MEA, that MEA may charge the subdivider additional costs to reflect any material or labor price increases which occur during the delay, or were not included in the previous estimate; and
  • A statement that should construction not commence within one (1) year of receipt of the engineering advance by MEA, the amount of the advance will be refunded to the subdivider, less any costs incurred by MEA and the project will be cancelled. 

Regarding materials used in the construction of line extensions in subdivisions, the proposed Agreement provides a statement that:

“The [s]ubdivider agrees to install only new materials acceptable to [MEA], and to install the system in accordance with [MEA’s] approved final engineering design specifications.  Materials purchased from [MEA] will be subject to a surcharge fee on the materials costs generated by [MEA’s] design estimate. Single phase transformers will be provided by [MEA], as needed.  The [s]ubdivider’s contractor will pay for all materials purchased from MEA at the time and place they are issued. Costs may be increased at that time to cover incidental materials not covered by the Construction Unit costs, and/or for excess materials issued by the MEA warehouse. Unused materials not used for construction may be returned for a full refund.  Additional materials required to complete the construction must be purchased under these guidelines.  [MEA] reserves the right to reject all construction not in accordance with the approved engineering design and [MEA’s] standard materials and construction practices.” 

Finally, the proposed Agreement includes a provision that the subdivider must notify MEA at least twenty-four hours prior to constructing facilities and that MEA will have the authority to inspect the facilities, both during and after construction, to ensure that the facilities have been constructed in accordance with the design specifications approved by MEA.
