NOTICE OF UTILITY APPLICATION

TheREGULATORY COMMISSION OF ALASKA (Commission) gives notice that on November 23,2015, P&S Trucking filed an application for a new Certificate of PublicConvenience and Necessity. P&S Trucking proposes to provide competitiveresidential and commercial refuse utility service in and around the communityof Delta Junction. Docket No. U-15-126 was opened to address this matter.

InOrder U-15-069(4), issued on October 7, 2015, the Commission determined thatthere is a public demand for competitive refuse collection and disposal servicein and around Delta Junction and therefore opened the Delta Junction serviceterritory to refuse competition.

P&STrucking also submitted a request for temporary operating authority to providerefuse collection services pending the Commission’s final order. No motions forwaiver or petitions for confidentiality were filed with the application. Thisnotice does not address in detail all of the points contained in the filing. TheCommission may approve or impose conditions that vary from those proposed.

TheCommission has exempted competitive refuse carriers from economic regulation incertain markets (see OrderU-07-032(6)/U-07-033(5)/U-07-034(5)/U-07-035(5)/U-07-036(6), issued October 16,2007). Economic regulation means regulation of matters concerning a utility'srates and charges, quality of service, management practices, and customercomplaints. If the application is approved, P&S Trucking may be exemptedfrom all or portions of economic regulation by the Commission.

TheCommission has not assessed the completeness of the application. The Commissionmay determine whether the application is complete by December 15, 2015.
