Description: The Department of Environmental Conservation, Division of Water, Village Safe Water (VSW) Program Office has released RFP #VSW-VAR-2016-05 for VSW Force Account Payroll Services effective November 9, 2015.

The VSW Program Office is soliciting proposals for payroll services.  The Contractor shall provide payroll services for the force account construction laborers of village sanitation projects administered by the VSW Program Office in Anchorage, Alaska.  Force account construction laborers are defined as employees of a village (community).  Each community may have multiple projects on which laborers may work.  Labor expenses must be recorded according to the appropriate project, and all payroll tax reporting must be done under the relevant community tax identification number. The Contractor shall provide the required services using Generally Accepted Accounting Principles (GAAP). 

This RFP may result in one (1) professional services term contract, consisting of one (1) base year and four (4) optional annual renewals.  The contract will be a firm fixed price contract with annual pricing review/adjustments using the Consumer Price Index (CPI).  The contract is expected to begin on January 1, 2016. The contract pricing will remain firm through December 31, 2016.  VSW reserves the right to not make an award for this RFP or to not elect to exercise any of the four (4) optional annual renewals.

Proposals are due prior to 3:00 PM Alaska Local Time, Monday, December 1, 2015, at the DEC VSW Program Office, 4th floor, 555 Cordova Street, Anchorage, AK 99501.
