Notice of Pipeline Carrier Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Hilcorp Alaska, LLC d/b/a Swanson River Oil Pipeline (Hilcorp Alaska) filed tariff revision TL2-752, a simplified pipeline tariff rule and rate filing. In this filing, Hilcorp Alaska proposes a tariff to be filed under the Simplified Pipeline Regulations 3 AAC 48.450 – 3 AAC 48.490. The proposed simplified tariff rate is $0.68 per barrel for transportation of crude oil from Swanson River Field to a tie-in point with the Kenai Pipe Line Company Facilities, which is an increase from the current rate of $0.089 per barrel.
Currently, Hilcorp Alaska is operating the Swanson River Oil Pipeline under Certificate of Public Convenience and Necessity No. 752, with a permanent tariff. In TL2-752, Hilcorp Alaska filed a petition requesting that the Commission declare it a designated pipeline facility eligible to operate under a simplified pipeline tariff. Under simplified pipeline tariff regulations, rates are developed using a defined process and receive streamlined regulatory review. If approved, the proposed simplified pipeline tariff would replace Hilcorp Alaska’s existing tariff.
The Commission may schedule a hearing for TL2-752 to determine if it is in the public interest to allow Hilcorp Alaska to be a designated pipeline facility. Hilcorp Alaska has requested an effective date of January 1, 2016.
