Notice of Utility Tariff Filings
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that College Utilities Company (CUC) and Golden Heart Utilities, Inc. (GHU) filed tariff revisions for their water utilities (TA117-97 and TA75-118, respectively). With these filings, CUC requests approval of a new special contract to provide service to the University of Alaska Fairbanks (UAF) and GHU proposes revising its list of contracts to include the UAF special contract. The special contract between CUC and UAF was executed on July 31, 2015. Key provisions include:
· UAF will be classified as a “consective public water system” under State Drinking Water Regulations.
· UAF expects its monthly water volumes to be approximately 7,000,000 to 10,000,000 gallons per month.
· CUC will sell water to UAF under the interim and refundable Industrial Water Hauler block rate structure currently in effect and found on CUC Tariff Sheet Nos. 10 and 10.1. Rates decrease from $7.48 to $6.20 per thousand gallon, as usage increases. Additionally, UAF will pay a monthly customer fixed fee and a monthly meter charge. Upon approval of permanent rates, UAF shall buy water from CUC under the permanent rates, customer fixed fee, and monthly meter charges.
· CUC fire protection fees will not be applicable to UAF’s current system. Fire protection fees could be applicable if UAF’s system is modified in the future.
· The terms of this special contract will continue in full force and effect until such time as CUC files a cost of service study and accompanying general rate case, after which time UAF will pay the rates approved by the Commission.
