Notice of Filing Cost of Service Study
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on August 3, 2015, Inside Passage Electric Cooperative, Inc. (IPEC) filed a Cost of Service Study (COSS) in compliance with Letter Order No. L1400538, dated November 17, 2014. Subsequent letter orders revised this requirement to require IPEC’s COSS to be based on a 2014 test year and filed by August 3, 2015. The COSS is based on approved costs from IPEC’s TA192-240 Simplified Rate Filing, which uses a 2014 test year. Docket U-15-103 was opened to address this matter.
The results of the COSS show that IPEC could increase Residential rates by 3.0 percent, decrease Small Commercial rates by 6.2 percent, decrease Large Commercial rates by 16.6 percent, and increase Interruptible rates by 15.6 percent. However, IPEC stated at this time it is not proposing any changes to its current rates because IPEC and its board of directors are still considering whether rates should be revised. IPEC indicated if it decides to revise rates, it will submit a proposal in this docket.
