Notice of preliminary decision to approve Chugach Electric Association Inc.'s (Chugach's) application for Air Quality Control Minor Permit for the International Station Power Plant

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Chugach Electric Association Inc.’s (Chugach’s) application for Air Quality Control Minor Permit AQ0164MSS01 for the International Station Power Plant. ADEC intends to incorporate the minor permit into the Title V operating permit as an administrative revision after EPA’s 45-day review, per 18 AAC 50.542(e).

Applicant: Chugach Electric Association, Inc., 5601 Electron Drive, Anchorage, AK 99518

Location: Township 13N, Range 4W, Southeast ¼ of Section 36

Activity: Chugach’s application is classified under 18 AAC 50.508(6) to revise or rescind conditions of a Title I permit. Chugach has requested to have a condition rescinded in AQ0164CPT01 that limits the three-hour average ammonia emissions from each common exhaust stack for each pair of natural gas-fired turbines and natural gas-fired duct burners. This condition was established to protect the Alaska Ambient Air Quality Standards.

Emissions: Emissions for the stationary source will not change.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
