Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Chugach Electric Association, Inc. (Chugach) filed a tariff revision designated as TA402-8, proposing an annual update to its generation and transmission (G&T) line loss factor based on operating results for the year ending December 2014. The updated G&T line loss factor is used for the allocation of system costs in calculating the fuel surcharge and revenue requirement, and for determination of losses associated with transmission wheeling transactions. The updated G&T line loss factor is 2.312 percent. By means of comparison, previous line loss factors (measured at generation) were 2.486 percent and 2.875 percent based on 2013 and 2012 operating results, respectively.
Additionally, Chugach has continued to reflect the Bradley Lake Project Management Committee decision for reimbursement of non-Homer Electric Association, Inc. (HEA) Bradley Lake losses through Bradley Lake generation in the G&T line loss calculation. If a decision is made to change how non-HEA Bradley Lake losses are treated, Chugach may update the loss factor calculation prior to its next scheduled update in 2016. Further Chugach has not made any normalization adjustments as a result of the expiration of the Interim Power Sales Agreement between Chugach and Matanuska Electric Association, Inc. (MEA), or adjustments reflecting potential impacts associated with the commercial operation of MEA’s Eklutna Generation Station (EGS). The parties have agreed to review the preliminary loss factor results based on calculations through July 2015, in a meeting set for August 13, 2015, to monitor the impact of MEA’s incorporation of its EGS.
