Notice of Utility Tariff Filings
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on February 12, 2015, Matanuska Electric Association, Inc. (MEA), filed tariff revision TA450-18, seeking Commission approval to set its base cost of power in its cost of power adjustment (COPA) calculation to zero. Currently, MEA’s base cost of power is $0.04805/kWh. Additionally, the Commission gives notice that on February 13, 2015, MEA filed tariff revision TA452-18, proposing a 1.03 percent increase in its single-phase service, three-phase service, three-phase large power service, streetlight, and off-peak thermal storage rates through its quarterly Simplified Rate Filing (SRF).
The base cost of power represents the portion of energy costs (e.g. the cost of fuel or purchased power, etc.) captured in a utility’s base rates. A utility’s COPA is decreased by the base cost of power to avoid double recovery. Some utilities use a zero base cost of power ($0.00/kWh) in order to recover all energy costs through the COPA. Typically, the base cost of power is addressed in a general rate case, but MEA proposes to do so now outside of a general rate case.
In conjunction with the removal of the base cost of power from its COPA, MEA proposes a revised SRF. The SRF mechanism allows MEA to adjust its base rates outside a general rate case. With TA452-18, MEA proposes replacing the energy costs currently recovered through the base cost of power component of the base rates with costs associated with the Eklutna Generation Station.
