Notice of Proposed Changes in the Regulations of the Alaska Industrial Development & Export Authority

NOTICE OF PROPOSED CHANGES ON THE ARCTIC INFRASTRUCTURE DEVELOPMENT PROGRAM IN THE REGULATIONS OF THE ALASKA INDUSTRIAL DEVELOPMENT AND EXPORT AUTHORITY

BRIEF DESCRIPTION: The Alaska Industrial Development and Export Authority proposes to introduce new regulations related to the Arctic Infrastructure Development Program.

The Alaska Industrial Development and Export Authority (AIDEA) proposes to adopt regulations changes in Title 3 of the Alaska Administrative Code, dealing with the Arctic Infrastructure Development Program fund, including the following:

  1. 3 AAC is proposed to be amended to add a new Chapter 103 Arctic Infrastructure Development Program. The amendment proposes to introduce regulations for the Arctic Infrastructure Development Program including scope, eligibility requirements, and terms and conditions of the program.

You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to Sherrie M. Siverson at 813 West Northern Lights Boulevard, Anchorage, AK 99503. Additionally, AIDEA will accept comments by facsimile at 907-771-3044 and by electronic mail at ssiverson@aidea.org. The comments must be received no later than 5:00 p.m. on Monday, March 23, 2015.

Oral or written comments also may be submitted at a hearing to be held on Friday, March 13, 2015, in the AIDEA Board Room, 813 West Northern Lights Boulevard, Anchorage, AK 99503. The hearing will be held from 9:00 a.m. to 10:00 a.m. and might be extended to accommodate those present before 10:00 a.m. who did not have an opportunity to comment. Persons who wish to comment via phone may call 1-888-585-9008 and when prompted enter code 264793729#.

You may submit written questions relevant to the proposed action to Sherrie M. Siverson at 813 West Northern Lights Boulevard, Anchorage, AK 99503, or via email at ssiverson@aidea.org. The questions must be received at least 10 days before the end of the public comment period. AIDEA will aggregate its response to substantially similar questions and make the questions and response available on their website www.aidea.org/About/Regulations.aspx. AIDEA may, but is not required to, answer written questions received after the 10-day cut-off date and before the end of the comment period.

After the public comment period ends, AIDEA will either adopt the proposed regulation changes or other provisions dealing with the same subject, without further notice, or decide to take no action. The language of the final regulations may be different from that of the proposed regulations. You should comment during the time allowed if your interests could be affected.
