Alaska Drinking Water Loan Fund: City of Anchorage: Anchorage Water & Wastewater Utility, Hiland Road

Notice is hereby given that the Department of Environmental Conservation, as
provided by 18 AAC 76.235, proposes that the following project is eligible for
a Categorical Exclusion from the Environmental Review Procedures of the Alaska
Drinking Water Loan Fund:

[City of Anchorage: Anchorage Water & Wastewater Utility,
Hiland Road Water Intertie, Phase 3A]

In general, the proposed project will install approximately 462 lineal feet of
bored and jack 36-inch steel casing and 468 lineal feet of 48-inch Class 53
ductile iron water transmission main along with all related appurtenances near
Hiland Road and the Glenn Highway in Eagle River, AK.

All work for this project is within previously developed property, and will
have no impact on any adjacent undeveloped properties or waters. The project
will not directly or indirectly adversely affect any of the following:

1. Cultural resource areas;
2. Endangered or threatened species or their habitat;
3. Environmentally important natural areas.

The project is not expected to have a significant adverse effect on the quality
of the environment, either individually or cumulatively over time, or in
conjunction with other federal, state, local or private actions.

The Department invites comments on the proposed Categorical Exclusion. Written
comments must be addressed to the Alaska Drinking Water Fund, Division of
Water, Department of Environmental Conservation, P.O. Box 111800, Juneau, AK
99811-1800 and must be received by August 19, 2008.
