AK Dept of Transportation & Public Facilities Notice of Intent to Begin Eng. & Env. Studies: Gustavus Ferry Terminal Improvements Project #68128

The Alaska Department of Transportation and Public Facilities (DOT&PF), in cooperation with the Federal Highway Administration (FHWA), is proposing to make improvements to the Gustavus Ferry Terminal in Gustavus, Alaska.  

Gustavus Ferry Terminal has a dock approach with an obstacle, resulting in unsafe and difficult turning movements for trucks backing onto the ferry. It also shares access with the adjacent public harbor where harbor and ferry traffic can’t be readily separated. This may result in unauthorized access to ferry vessels which poses a security risk. 

DOT&PF proposes to use federal funds to modify an existing pile supported dock structure and construct 1,300 square feet of new dock structure to eliminate an angle point in the dock approach. 

The project would also 
 *  remove and demolish existing portions of dock structure and timber mooring  floats
 *  extract five steel piles
 *  install a 6' wide by 80' long pedestrian access gangway
 *  construct a new 16' wide by 100' long steel mooring float
 *  drive approximately 17 steel pipe piles to support the dock expansion and restrain float 

Construction is projected for 2015 

This proposed project would follow the process required under the National Environmental Policy Act (NEPA).  Based on project location and scope of work, the environmental document would be a Categorical Exclusion.  Possible affected resources include waters of the U.S., essential fish habitat, marine mammals, eagles, and cultural or historic properties.

 *  EO-12898 (Environmental Justice)
 *  EO-13112 (Invasive Species)
 *  National Historic Preservation Act – Sect.106
 *  Clean Air & Clean Water Acts
 *  Magnuson-Stevens Fishery Conservation Mgt Act
 *  Marine Mammal Protection Act
