Proposed Action 
The Gwichin Foundation has applied to the Alaska Department of Natural Resources (DNR), Division of Mining, Land & Water (DMLW), Northern Regional Land Office (NRO), for a public and charitable conveyance of a third of an acre of land at less than fair market value for a public youth center located in the community of Fort Yukon. The site is located on the corner of Spruce Street and East 6th Avenue.

DMLW proposes to sell the parcel to the Gwichin Foundation as a public and charitable sale at no cost. In addition, DNR proposes a Mineral Order closing the parcel to locatable mineral exploration; a Site-Specific Plan, and Land Classification Order, to satisfy the requirement that state land be classified prior to conveyance.

Legal Description 
A tract of land within Section 17, Township 20 North, Range 12 East, Fairbanks Meridian, Alaska being within the Fairbanks Recording District, Fourth Judicial District, State of Alaska and more particularly described as follows: 

Lot 1, Block 4 of United States Survey Number 2760 A & B, Alaska according to the survey plat accepted by the United States Department of the Interior, Bureau of Land Management on August 4, 1953, containing 0.32 acres, more or less.

Public Notice
This notice serves to inform the public of the Preliminary Decision (PD) for the proposed Public and Charitable Land Sale, Mineral Closing Order 1236, and Land Classification Order NC-19-002.

The Northern Regional Land Office (NRO) must receive, in writing, any comments, objections, or expressions of interest no later than 5:00 pm, Friday July 10, 2020. To submit comments please choose one of the following methods:

Copies of the Preliminary Decision, Mineral Closing Order 1236, and Land Classification Order NC-19-002 can be obtained from the State of Alaska Online Public Notice system, where this notice is posted, or from the DMLW/NRO office. 

Interested parties have the right to comment during the public notice period and the commenters who are aggrieved by the Final Finding and Decision (FFD) will have the right to appeal it. To be eligible to appeal, a person affected by the FFD must provide written comments during the public comment period per AS 38.05.035(i).  A copy of the FFD will be sent to any person who comments on the PD, and will include an explanation of the appeal process. All comments received during the public comment period will be considered in the FFD. If public comments result in significant changes to the PD, additional public notice may be given.
