ADL 421287 and ADL 421288: Preliminary Decision for Proposed Lease to ASTAC located at Pump Station 2 and Pump Station 3, North Slope, Alaska

 AS 38.05.945 PUBLIC NOTICE

Arctic Slope Telephone Association Cooperative, Inc. (ASTAC) applied to the Department of Natural Resources (DNR), Division of Mining, Land & Water (DMLW) for two a public and charitable leases under AS 38.05.810(e) for the purpose placing communication modules near the Alyeska Pipeline Service Company (APSC) Trans-Alaska Pipeline System (TAPS) facilities at Pump Stations 2 and 3. The communication modules will house ASTAC telecommunications equipment to deploy cellular service via collocated antennas to be placed on the existing AT&T towers within existing DNR TAPS easements (ADL 63574). The applications have been assigned case file number ADL 421287 (Pump Station 2) and ADL 421288 (Pump Station 3).

ADL’s 421287 (Pump Station 2) is further described as being located near the Sagavanirktok River along the James Dalton Highway at Mile Post 358. The telecommunication equipment will be placed at the following coordinates 69.4588 N; 148.5624 W containing approximately 375 square feet (0.01 acre).

ADL 421288 (Pump Station 3) is further described as being located near the Sagavanirktok River along the James Dalton Highway at Mile Post 311.9. The telecommunications equipment will be placed at the following coordinates:  68.8424 N; 148.8322 W containing approximately 375 square feet (0.01 acre).

This notice serves to inform the public of the proposed lease. The public is invited to comment on the project. Copies of the preliminary decision may be obtained from the DMLW Northern Regional Office (NRO). Interested parties have the right to comment during the public notice period and the commenters who are aggrieved by the final finding and decision will have the right to appeal it. It should be noted that in order to be able to appeal the final finding and decision, a person must provide written comments during the preliminary decision comment period. A copy of the final decision will be sent to any person who comments on the preliminary decision and will include an explanation of the appeal process.

DEADLINE FOR WRITTEN COMMENTS:

 

Written comments must be received in writing by the DMLW, Lands Section on or before 5:00 p.m. on July 10, 2020 to ensure consideration.
