GVEA Riverbank Revetment near Healy Power Plant

Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:

APPLICANT: GVEA

PROJECT NAME: LAS 29501

GEOGRAPHIC LOCATION: 
Area #1 is near the cold storage building directly west of the Healy Power Plant; and
Area #2 is between the two intake lagoons approximately 500 ft northwest of the plant on the Nenana River (See Attached Map).

LEGAL DESCRIPTION: E1/2SE1/4 Section 20, Township 12 South, Range 7 West, Fairbanks Meridian. 

REQUESTED ACTIVITY:  The Department of Natural Resources (DNR), Division of Mining, Land and Water, Northern Regional Land Office (NRO) has received a Land Use Permit (LUP) application from Golden Valley Electric Association, Inc. (GVEA), for the placement of a rock revetment in two locations (Areas #1 and #2) where erosion has occurred along sections of river bank near the Healy Power Plant.  Area #1 revetment will be approximately 120 ft in length and 25 ft wide, and Area #2 revetment will be approximately 210 ft in length and 16 ft wide.  The Area #1 revetment would consist of 600 tons of class 4 rip rap, 200 tons of class 2, and approximately 170 cubic yards of pit run to reestablish former riverbank topography.  The Area #2 revetment would consist of 1100 tons of class 4 rip rap, 650 tons of class 2 and approximately 220 yards of pit run.  Standard construction equipment will be utilized during the project such as an excavator and dump truck.  Work will be planned during low water levels, late September or October 2019, and prior to freeze up.  The primary purpose of the project is to reestablish riverbank topography and to prevent further erosion of riverbank at these two locations.  

PROPOSED DATES OF USE: September and October 2019

DEADLINE FOR COMMENTS: August 28, 2019 by 5PM

The public is invited to comment on the proposed activity. The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at 3700 Airport Way, Fairbanks, AK 99709 on or before 5:00 p.m. on the date noted above. After review and adjudication, we may issue an authorization with stipulations for the activity.  The activity may be modified during the review and adjudication process.
