Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:

APPLICANT: PRUHS CONSTRUCTION COMPANY, LLC

PROJECT NAME: LAS 32793

GEOGRAPHIC LOCATION: The proposed project is located within the designated material site, ADL 419494, at MP 230 on the Parks Highway.

LEGAL DESCRIPTION: The referenced designated material site is located on state land within SE1/4 SE1/4 of Section 36, Township 14 South, Range 7 West, Fairbanks Meridian.

REQUESTED ACTIVITY: Pruhs Construction requests to use part of the area in the MP 230 material site to operate a temporary asphalt hot plant. The asphalt hot plant will operate from approximately July 19, 2019 through August 31, 2019. Paving operations are expected to be during the evenings and overnight hours. This activity will be in addition to the existing material extraction and processing activity in the MP 230 material site. Pruhs will continue to minimize noise impacts as much as possible. 

Fuel used for the asphalt hot plant will include diesel, gasoline, and propane. Diesel fuel will be stored in a 5,000-gallon tank. Gasoline and propane will be under 200 gallons. Fuel will be stored in approved containers located next to the hot plant. A SPCC plan will be on site along with spill containment and cleanup kits. 

Access to the project site will be via Yanert Road located at MP 230 Parks Highway.

Start: May 3, 2019 
End: October 31, 2019

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at the Northern Regional Land Office, 3700 Airport Way, Fairbanks, AK 99709 on or before 5:00 PM on the date noted above.
