ADL 233365: requested private non-exclusive easement to replace an existing seafood outfall in Nikiski

Subject to AS 38.05.850, the Southcentral Regional Land Office has received an application for the following:

 

APPLICANT: Alaska Omega Nutrition

PROJECT NAME: ADL 233365

GEOGRAPHIC LOCATION: In Nikiski, off of Nikiski Beach Road.  

LEGAL DESCRIPTION: Section 36, Township 8 North, Range 12 West, Seward Meridian.

REQUESTED ACTIVITY: Alaska Omega Nutrition is requesting a new private non-exclusive easement to replace an existing seafood processing wastewater outline line, authorized under ADL 225842. Currently, the outfall line under ADL 225842 is in need of repair and is too close in proximity to a neighboring facility which is proposed for expansion. The new, replacement outfall line will be placed approximately 300 feet east of ADL 225832.

The requested easement dimensions for the portion on state tidelands is 1,400 feet in length, 30 feet in width, and 0.96 acres. The approximate location is highlighted on the attached drawing. The new outfall line would support the continued operations of the applicant’s seafood plant while accommodating the expansion of the neighboring facility. Due to the diving conditions of upper Cook Inlet and tidal actions that have buried portions of the outfall line under ADL 225842, Alaska Omega Nutrition is requesting that this outfall line be abandoned in place. The outfall line has carried processed seafood waste and the applicant proposes to seal off the outfall line at approximately 6 feet below ground at Mean High High Water to prohibit future unauthorized use. Construction of ADL 233365 is proposed to begin in March 2019.

Approval of ADL 233365 will also consider the closure and abandonment of ADL 225842.      

REQUESTED TERM: A term of 25 years may be applied to the requested activity under ADL 233365.

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at the Southcentral Regional Land Office, 550 West 7th Avenue, Suite 900C, Anchorage, Alaska 99501 on or before 5:00 p.m. on the date noted above.
