Notice of Proposal to Issue an Air Quality Control Minor Permit to Hilcorp Alaska, LLC, Milne Point Unit L-Pad

MILNE POINT UNIT L-PAD

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s (Hilcorp’s) application for Air Quality Control Minor Permit AQ1527MSS02 for the Milne Point Unit L-Pad.

Applicant:      Hilcorp Alaska, LLC, 3800 Centerpoint Dr. Suite 1400, Anchorage, AK 99503

Location:       Latitude: 70º 29´ 30.727" North; Longitude: 155º 37´ 48.012" West

Activity: Hilcorp requested a minor permit under 18 AAC 50.508(6) to revise the terms and conditions of an existing Title I permit (Minor Permit AQ1527MSS01).

Emissions: This project will decrease the oxides of nitrogen emissions by 12.5 tons per year (tpy), the carbon monoxide emissions by 3.1 tpy, the sulfur dioxide emissions by 0.1 tpy, the volatile organic compound emissions by 0.1 tpy, and the coarse and fine particulate matter emissions by 2.1 tpy. 

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received within the timeframe listed below. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
