Notice of Proposal to Issue an Air Quality Control Minor Permit in Addition to Issue an Air Quality Control Operating Permit for Alaska Electric Light & Power Company's Industrial Power Plant

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Alaska Electric Light & Power Company’s (AEL&P’s) application for Air Quality Control Permit AQ1271MSS02 for the Industrial Power Plant. Additionally, ADEC proposes to issue Operating Permit AQ1271TVP01 using the integrated review procedures described in 18 AAC 50.326(c)(1). 

Applicant:      AEL&P, 5601 Tonsgard Court, Juneau, AK 99801-7201

Location:       2500 Barrett Avenue, Juneau, AK 99801

Activity:         AEL&P requested a minor permit under 18 AAC 50.508(6) in order to revise the terms and conditions of an existing Title I permit (Minor Permit AQ1271MSS01). AEL&P also submitted an application for an initial Title V Operating Permit.

Emissions:     The permit authorizes the following increase in potential emissions: 45.3 tons per year (tpy) of volatile organic compounds (VOC), and 2.5 tpy of oxides of nitrogen (NOx). The stationary source’s total assessable potential emissions per year are 549 tons.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary minor permit decision and a draft operating permit under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received within the timeframe listed below. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
