ENDICOTT PRODUCTION FACILITY
The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s application for Air Quality Control Minor Permit AQ0181MSS10 for the Endicott Production Facility. ADEC intends to incorporate the minor permit into the Title V operating permit as an administrative revision after EPA’s 45-day review, per 18 AAC 50.542(e).

Activity: Hilcorp Alaska, LLC’s application is classified under 18 AAC 50.508(6) to revise the terms and conditions of an existing Title I permit (Minor Permit AQ0181MSS09). The permit is also classified under 18 AAC 50.502(c)(3) for an increase in NOx, PM-2.5, PM-10, and SO2 emissions greater than 10 tpy at an exisitng stationary source.
Emissions: The permit authorizes the following increase in potential emissions: 36.6 tons per year (TPY) NOx, 35.2 TPY CO, 1.8 TPY VOC, 19.9 TPY PM-2.5 and PM-10, and 41.8 TPY SO2.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
