Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:

APPLICANT: Fairbanks Cycle Club

PROJECT NAME: ADL 421017

GEOGRAPHIC LOCATION: Within general state land on the north-facing slope of Ester Dome, approximately nine miles west northwest of Fairbanks.

LEGAL DESCRIPTION: Within W ½ SW ¼  of section 17, S ½ of section 19, W ½ of section 20, and NW ¼ of section 29 in Township 1 North, Range 2 West, Fairbanks Meridian, and SE ¼ SE ¼ of section 13, S ½ and NE ¼ of Section 24, E ½ of section 25, S ½ of Section 26, and N ½ of Section 35 in Township 1 North, Range 3 West, Fairbanks Meridian.

REQUESTED ACTIVITY: The applicant requests a public access easement for construction of a public recreational trail on the north facing slope of Ester Dome.  The trail will be designed as a Snowmachine Trail Class 3, as defined in the Alaska State Parks Trail Management Handbook (2015), adhering to alignment, grade, curve, water control, and tread specifications.  The trail will be constructed using a Sutter 500 and mini excavator.  Fuel will be transported to the machinery via ATV in 5 gallon containers from the trail head, and no fuel will be stored on site.

REQUESTED TERM: The easement will be issued in perpetuity.

DEADLINE FOR COMMENTS: July 30, 2018

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity. Pursuant to 11 AAC 02.010(d), appeal eligibility for this decision is limited to those affected parties who submit written comments during this Public Notice period. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at Northern Regional Land Office, Fairbanks, AK 99709 on or before 5:00 p.m. on the date noted above.
