The Preliminary Draft Permit and associated documents are available to the applicant for a 10-day review. Following the close of the 10-day applicant review period, DEC will prepare a Draft Permit and Fact Sheet for a formal 30-day public review period. Proposed Project and Location:
Eni US Operating Co., Inc. operates Spy Island Drillsite, an offshore, man-made gravel island located in the Beaufort Sea near Spy Island, west of Prudhoe Bay, Alaska. To support oil and gas extraction operations, the Spy Island Drillsite includes a 120-person camp and associated infrastructure to house the workforce. The infrastructure includes a reverse osmosis (RO) water treatment plant providing water for both potable and non-potable uses, and a domestic wastewater treatment plant. The proposed reissuance of the Permit would provide continued coverage for the following discharges to Simpson Lagoon in the Beaufort Sea as a contingency when other preferred disposal alternatives are unavailable:
Outfall 001 – Domestic Wastewater: includes treated wastewater from camp toilets, urinals, showers, eye wash stations, lavatory and kitchen sinks.
Outfall 002 – RO Reject Wastewater: consists of the brine concentrate created by the separation of pure water from of the brackish aquifer water feeding the RO water treatment plant.
The reissued Permit will authorize the following semi-cylindrically shaped mixing zones extending from the seafloor to the sea surface with radii centered below the outfall at the base of the island embankment.
Outfall 001 – Domestic Wastewater: an acute mixing zone with a radius of 2.0 meters and a chronic mixing zone with a radius of 14.5 meters for dissolved oxygen, copper, nickel, zinc and temperature.
Outfall 002 – RO Reject Wastewater: a chronic mixing zone with a radius of 61.5 meters for dissolved oxygen, temperature, turbidity, and salinity.
