NORTH SIDE KASILOF SPECIAL USE AREA

Subject to AS 38.05.850, the Southcentral Regional Office is proposing the following:

APPLICANT: Department of Natural Resources, Division of Mining, Land and Water, Southcentral Regional Office (DNR/DMLW/SCRO)

PROJECT NAME: ADL 233105 – General Permit for Designated Sites for Commercial Vending in the Kasilof River Special Use Area (KARSUA) 

GEOGRAPHIC LOCATION: The proposed commercial vending sites are located within the north shore parking area of the Kasilof River Special Use Area.

LEGAL DESCRIPTION: 
Township 4 North, Range 12 West, Section 36, Seward Meridian.

PROPOSED ACTIVITY: The Department of Natural Resources, Division of Mining, Land and Water, Southcentral Region Office, is proposing to designate five (5) sites allowing commercial vending on the north side parking area of the Kasilof River in the KARSUA. Proposed sites are shown in the areas depicted on attached map. The sites will be available on first come, first served basis.

BACKGROUND: The Southcentral Regional Land Office (SCRO) is obligated to manage and authorize commercial use on state owned lands and commercial vending is not considered a Generally Allowed Use per 11 AAC 96.020. Commercial vending has been occurring and been authorized within the KARSUA. As part of SCRO’s permit efficiencies goal, we are developing a streamlined permitting process by providing public review of the proposed vending sites within KARSUA, then providing a General Permit for the vending sites. This will provide an expedited process when we receive a request for commercial vending within the KARSUA. 

PROPOSED DATES OF USE: Land Use Permit: 5-yr term, June 1, 2018-May 31, 2023

DEADLINE FOR COMMENTS: March 12, 2018

The public is invited to comment on the proposed activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at 550 West 7th Ave, Anchorage, AK 99501 on or before 5:00 p.m. on the date noted above. After review and adjudication, we may issue a permit with stipulations for the activity.  The activity may be modified during the review and adjudication process.
