Notice of Proposal to Issue an Air Quality Control Minor Permit and Renew an Operating Permit for Golden Valley Electric Association, Healy Power Plant

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Minor Permit AQ0173MSS02 to the Healy Power Plant. Additionally, ADEC proposes to renew Air Quality Control Operating Permit AQ0173TVP03 that will incorporate the significant modification to the Title V operating permit using the integrated review procedures described in 18 AAC 50.326(c)(1)

Activity:                The Healy Power Plant is a coal-fired power plant supplying electricity for sale.

Application:          GVEA submitted a renewal application for Title V permit for the Healy Power Plant on July 27, 2016, with supplements dated August 30, 2016, September 29, 2016, November 14 and 30, 2016, December 28, 2016, and February 20, 2017.

On November 16, 2016, the Department received an application from GVEA for a minor permit, classified under 18 AAC 50.508(6), to revise or rescind Title I permit terms and conditions. On October 3, 2017, GVEA submitted an addendum to its minor permit application.

Emissions:             The permit action does not change potential emissions at the stationary source. The potential annual emissions of regulated air pollutants at the source are: 198 tons of particulate matter, 606 tons of nitrogen oxides, 707 tons of sulfur dioxide, 980 tons of carbon monoxide, 14 tons of volatile organic compounds, and 13 tons of hazardous air pollutants. The potential annual emissions for greenhouse gases in carbon dioxide equivalent (CO2e) is 944,989 tons. The total potential emissions of regulated air pollutants, other than greenhouse gases, is 2,518 tons per year.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Healy Power Plant.

Available Information: Copies of the permit applications, preliminary permit, draft permit, technical analysis report, statement of basis, and administrative records are available at ADEC’s Anchorage office, 555 Cordova Street, Anchorage, AK 99501, (907) 269-7577 during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
