Notice of Proposal to Issue an Air Quality Control Minor Permit and Operating Permit for the University of Alaska Fairbanks HAARP Facility

HAARP FACILITY

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Minor Permit AQ0440MSS03 to the High Frequency Active Auroral Research Program (HAARP) Facility. Additionally, ADEC proposes to issue Operating Permit AQ0440TVP02 using the integrated review procedures described in 18 AAC 50.326(c)(1).

Applicant:      University of Alaska Fairbanks, PO Box 757380, Fairbanks, AK 99775-7380

Location:       Latitude 62º 23´ N; Longitude 145º 07´ W

Activity:         Noncommercial auroral research. Facility will also provide power for residential puposes.

Application:  The minor permit is classified under 18 AAC 50.508(6) to revise or rescind terms and conditions of a Title I permit. The application for the initial Title V permit was received June 9, 2017.

Emissions:     The potential annual emissions will not exceed: 182.4 tpy for NOX, 75.0 tpy for CO, 9.8 tpy for PM-2.5, 9.8 tpy for PM-10, 19.3 tpy for SO2, and 9.6 tpy for VOCs.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Available Information: Copies of ADEC’s preliminary permit, preliminary technical analysis report, draft permit, statement of basis, and administrative record are available at ADEC’s Anchorage office during normal business hours, Monday–Friday from 8:00 AM to 4:30 PM, at 555 Cordova Street, Anchorage, AK 99501-2617, phone: 907.269.7577.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
