Subject to AS 38.05.850, the Northern Regional Office has received an application for the following:

APPLICANT: State of Alaska Division of Geological and Geophysical Surveys 

PROJECT NAME: LAS 31988

GEOGRAPHIC LOCATION: Within an approximately nine acre thermokarst lake at Goldstream Creek in the Goldstream Public Use Area, east of Ballaine Road.  

LEGAL DESCRIPTION: 
N½ NE¼ of Section 18, Township 1 North, Range 1 West, Fairbanks Meridian.  

REQUESTED ACTIVITY: The applicant proposes to place an eddy flux tower on two rafts on a pristine thermokarst lake within the legislatively designated Goldstream Public Use Area.  This equipment will measure CO2 and methane flux between the lake and the atmosphere as part of a permafrost study.  The rafts will contain study equipment and batteries house in weather proof containers.  Solar panels will be mounted on pipes driven into the bed of the lake to charge batteries.  A portable generator will be used to periodically charge batteries during low light periods of the winter.  Both rafts will remain on the lake year-round for a period of five years.    

PROPOSED DATES OF USE: 
Start: November 1, 2017 
End: October 31, 2022

After review and adjudication, we may issue a permit with stipulations for the activity.  The activity may be modified during the review and adjudication process.
