Proposed Project and Location:
The City of Unalaska operates the Dutch Harbor Powerhouse. Power generation occurs in an “old” concrete powerhouse, constructed during World War II, and a “new” steel building powerhouse. These power generation facilities are cooled by marine intake water and the water is discharged to Iliuliuk Bay as non-contact cooling water. Temperature is the primary pollutant discharged. The Department is proposing to authorize a mixing zone for temperature (° C) in Iliuliuk Bay. The mixing zone is defined as a rectangle, 52 meters long centered over the point of discharge. The mixing zone has a width extending from the shoreline four meters into Iliuliuk Bay.

Tentative Determination:
The ADEC has tentatively determined to issue an authorization to discharge under a general permit to the above listed applicant.
