TRANS-ALASKA PIPELINE RIGHT-OF-WAY LEASE AMENDMENT, ADL 63574
SPUR DIKE NO. 6 EXTENSION NEAR PIPELINE MILEPOST 20.8
The State Pipeline Coordinator’s Section (SPCS) received an application from Alyeska Pipeline Service Company, agent for the Trans-Alaska Pipeline System (TAPS) lessees, to amend the TAPS Right-of-Way Lease. The purpose of the request is to add an existing portion of Spur Dike No. 6 to the TAPS Right-of-Way Lease. The spur dike extension is adjacent to Dalton Highway milepost 396.7 and near TAPS pipeline milepost 20.8. The extension was constructed after the installation of the original Spur Dike No. 6, and was not added to the lease at that time. APSC is raising the levels of 11 dikes in this area with gravel and rock to complement Alaska Department of Transportation and Public Facilities (DOT&PF) highway work. DOT&PF is in the final stages of raising the Dalton Highway several feet to prevent future flooding of the road. Upgrading the spur dikes will protect the integrity of the pipeline by reducing the risk of flood-related damage.
The land for the proposed amendment is generally described as: Spur Dike No. 6 extension located within SW4 Section 8, Township 7 North, Range 14 East, Umiat Meridian; containing an area that is 726 ft. x 179 ft., approximately 3.0 acres.
In accordance with Alaska Statute 38.35.080, the Commissioner has prepared an analysis of the application and a proposed decision. The public is invited to comment on the Analysis and Proposed Decision. All comments must be submitted in writing to the SPCS before 5:00 p.m. on June 30, 2017.
If public comment indicates the need for significant changes in the proposed decision, then additional public notice will be given on or after July 3, 2017. If no significant changes are required, then the proposed decision, including any minor changes, will be issued without further notice as the final decision of the Department of Natural Resources after June 30, 2017.
