Section Line Development on Ester Dome - ADL 420796

The Department of Natural Resources, Division of Mining, Land, and Water, Northern Region Office has received an application to develop a section line from Interior Trail Preservation Coalition (ITPC) for the construction of a non-motorized public access recreational trail in the Easter Dome area.

LOCATION

The proposed section line development is off of Ester Dome Road approximately 2,000 feet west Nordstrasse Road within the north/south township line between T1N R3W and T1N R2W.  The proposed trail will intersect Ester Dome Road, with approximately 476 feet of trail north of Ester Dome Road and approximately 1,385 feet south of Ester Dome Road (see attached map).

The proposed section line easement is on land within:    

    Fairbanks Meridian, Township 1 North, Range 2 West, Section 30 & 31.
    Fairbanks Meridian, Township 1 North, Range 3 West, Section 25 & 36.

PROPOSED PROJECT

Section Line Easements are existing easements established in part by 43 U.S.C. 932 for access purposes, up to and including construction of paved roads.  These easements are managed by DNR under AS 38 pursuant to AS 19.30.400.  ITPC proposes to construct a trail for public non-motorized recreational use within the existing section line easement.  The purpose of the trail is to provided year around access for non-motorized recreational activities.  The proposed trail will be approximately 2,272 feet long by 10 feet wide, encompassing 0.52 acres and will reside entirely within the section line easement.  The proposed section line development resides entirely on private property and Mental Health Trust lands.

The applicant proposes to construct the trail using sustainable trail standards, with mechanized equipment and hand tools.  The trail will be designed and constructed with the intent of discouraging motorized vehicles from using the trail.  The width of the finished trail tread will be three feet wide with an overall clearing of 10 feet wide.  The trail will be built with switchbacks to maintain a maximum grade of 27%.  The applicant proposes to construct steps where warranted in areas with steep grades.  The steps will be approximately 2 feet long by 4 feet wide and constructed with railroad ties and rebar (See Development Plan).  The trail will be brushed in the summer of 2017 and constructed at a later date.  Access to the proposed trail is through Ester Dome Road.

SCOPE OF COMMENTS

Comments should address existing uses of this easement and/or the impact of the proposed development on current or future access uses of this existing easement.

Comments must be submitted to the Division of Mining, Land, and Water, Northern Region Office in written form no later than 5:00 p.m. Friday, May 12, 2017, to ensure consideration.
