Notice of Proposal to Issue an Air Quality Control Minor Permit to Flint Hills Resources Alaska, Inc., North Pole Facility

NORTH POLE FACILITY

The Alaska Department of Environmental Conservation (Department) has made a preliminary decision to approve Flint Hills Resources, Inc.’s application for Air Quality Control Minor Permit AQ0071MSS05 for the Rescission of Title V/Title I and Issuance of New Title I Permits Project.

Activity:         The application is classified under 18 AAC 50.508(5) and 18 AAC 50.508(6)

Emissions:     25 tpy NOx, 6 tpy CO, 4 tpy PM-2.5/PM-10, 70 tpy VOC, and 7 tpy SO2.

ADEC Preliminary Review: Based on review of the application, the Department prepared a preliminary decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. The Department will consider all comments received and make any changes it finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if the Department finds that good cause exists. The Department will issue a final decision to issue or deny the permit after the close of the public comment period.
