NORTH SLOPE BOROUGH
ANAKTUVUK PASS POWER PLANT

The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit (ORL) approval AQ0348ORL01 to the North Slope Borough (NSB) for the Anaktuvuk Pass Power Plant under Alaska Statute 46.14 and regulation 18 AAC 50.

Applicant:  North Slope Borough, P.O. Box 69, Utqiagvik, AK 99723

Location:  439 Fourth Street, Anaktuvuk Pass, AK 99721

Activity:  Establish an annual NOx emission limit.  This public notice is for the draft ORL only.

Emissions:  Potential emissions at the stationary source will not exceed 99.9 tpy for NOx.  This limit keeps other regulated air pollutants below the minor permit thresholds listed in 18 AAC 50.502(c)(1), nonattainment new source review thresholds listed in 18 AAC 50.311, and Title V permit thresholds listed in 18 AAC 50.326.

ADEC Preliminary Review: Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Anaktuvuk Pass Power Plant.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period.  Written comments will be included in the record if received by close of the comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.  ADEC will issue a final decision to issue or deny the ORL after the close of the public comment period.  ADEC complies with Title II of the Americans with Disabilities Act of 1990.
