ADL 232742: Public access and Utility Easement, Mile Post 34-42 Glenn Highway

Applicant: Department of Transportation and Public Facilities (DOT&PF)

 

Pursuant to Alaska Statue 38.05.850, the Department of Natural Resources (DNR), Division of Mining, Land, and Water (DMLW), Southcentral Regional Office is considering a request from the DOT&PF to create a public access and utility easement to authorize multiple improvements. These include paving of the Matanuska Lakes State Recreation Area (MLSRA) access road, construction of a bike path, landscaping related to the expansion of the Glenn Highway and the relocation of public utilities. The proposed easement is part of a larger project to widen the Glenn Highway from mile post 34 - 42, south of Palmer. The application pertains to sections of the project within DNR-managed lands. On completion, the bike path will be managed by the DNR Division of Parks and Outdoor Recreation

 

 The proposed easement is located on State-Owned, DMLW-managed land within:

 

·         Sections 23 and 24 of Township 17 North, Range 1 East, Seward Meridian.

 

The proposed easement is approximately 2380 feet in length, 20-30 feet variable width and would occupy approximately 1.63 acres of State land. If approved, planned construction within the proposed easement will consist of paving the MLSRA access road and driveway, constructing a vegetated berm between the Glenn highway and the MLSRA, relocation of utility lines, and construction of a bike path.  The proposed easement is indicated in Attachment A.

 

Members of the public and interested parties are invited to comment on this project. DMLW must receive written comments no later than 5:00 pm April 17, 2017. In order to be given full consideration, all comments should clearly explain the facts on which they are based and how they pertain to the proposed easement.
