ExxonMobil Alaska Production Inc. (EMAP) applied to the Department of Natural Resources (DNR) Division of Mining, Land and Water (DMLW), Northern Regional Office (NRO) Lands Section (Lands) to authorize an existing telecommunications module site and its associated infrastructure, including a power cable and fiber optic cables, situated at the Badami Central Facilities Pad, approximately 30 miles east of Deadhorse. The telecommunications module services the Point Thomson Unit; EMAP has applied to DMLW for a lease for the telecommunications modules since it is located outside of the Point Thomson Unit and can therefore not be authorized under its Division of Oil and Gas Plan of Operations.
ADL 419804: NRO Lands proposes to issue a negotiated lease under AS 38.05.070(d) to EMAP for 30-year period. This lease is for a 20’ x 40’ steel module (referred to as ‘Module 403’) to house telecommunications equipment, which is an existing telecommunications module at the Badami Central Facilities Pad.
The lease would encompass a total of 0.034 acres, and it would be located within the following lands:
within the NE1/4SE1/4NE1/4 of Section 8, Township 9 North, Range 20 East, Umiat Meridian
ADL 420669: EMAP submitted an application for a private non-exclusive easement to authorize infrastructure associated with telecommunications module, including a power cable, two fiber optic cables, and four two-way radio antennas.
The proposed private non-exclusive easement is located within the SE1/4NE1/4 of Section 8, Township 9 North, Range 20 East, Umiat Meridian, containing approximately 0.54 acres more or less (775’ x 30’).
ADL 420670: EMAP submitted an application for a public easement to provide legal access to the proposed lease tract for the telecommunications module. Legal access is required for the lease, and this public easement connects the lease to the closest section line public easement, therefore providing legal access to the lease.
The proposed public easement for the access to the lease is located within SE1/4NE1/4 of Section 8, Township 9 North, Range 20 East, Umiat Meridian, containing approximately 0.78 acre acres more or less (575’ x 60’).
The public is invited to comment on the proposed actions. Copies of the Preliminary Decision, where applicable, are available at the DNR/DMLW, Northern Region Lands Section, 3700 Airport Way, Fairbanks, AK 99709. Copies are also available at the department’s Public Information Center in Fairbanks.
This notice is meets the requirements spelled out in AS 38.050.945 for the lease (ADL 419804), as well as the requirements specified in a memo from the Director of the DMLW dated 3/15/2017, limiting appeal and reconsideration request eligibility for the easements (ADLs 420669 and 420670) to those who meaningfully participate during this public notice process. Comments must be submitted in writing and received on or before 5:00 pm on Monday, April 17, 2017 to ensure consideration at one of the following: DNR/DMLW – Northern Regional Office, 3700 Airport Way, Fairbanks, AK 99709. Comments may also be submitted via email to kimberley.maher@alaska.gov. Only persons who provide timely written comments during the comment period will be considered in this decision and be eligible to file an administrative appeal of the decisions AS 38.05.035(i)-(m). Note: This project is proposed to be authorized via three separate decisions, each limited in scope to specific project components. Appeal eligibility will be limited to the applicable project components for which you submitted comments during this public notice. To ensure your comments are properly attributed to the appropriate decision, please make certain each issue raised is explicitly associated by ADL to the authorization you intended to address.

If public comments in response to this notice indicate the need for significant changes in the above decision, additional public notice for the proposed area will be given on or after April 17, 2017.
