The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Minor Permit No. AQ0035MSS06 to Tesoro Alaska Company, LLC for the Kenai Refinery. Additionally, ADEC proposes to issue a significant modification to the Title V operating permit using the integrated review procedures described in 18 AAC 50.326(c)(1).

Activity: The minor permit is classified under 18 AAC 50.508(6) to revise or rescind terms and conditions of a Title I permit. Tesoro requested to revise the O2 operating limit for EU ID 11 in Construction Permit No. 9923-AC010 Revision 1 after installing low-NOx burners on EU ID 11 in May 2016 and conducting subsequent burner tip port size reduction in September 2016 for safer and more stable burner operations, with the intent of increasing operational flexibility. Tesoro conducted source testing on October 11 and 12, 2016 to demonstrate that EU ID 11 can operate in a greater range of excess O2 and continue to meet the NOx compliance limit of 0.08 lb/MMBtu.
For the draft operating permit, only conditions being revised in response to the application for the significant modification and as described in Table S of the statement of basis are open to public comment.
Emissions: The permit action does not change potential emissions at the stationary source.
ADEC Preliminary Review: Based on review of the application, ADEC drafted preliminary and draft permit decisions for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by the close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
