Notice of Proposal to Issue Air Quality Control Minor and Operating Permits to United States Air Force for Eareckson Air Station

EARECKSON AIR STATION (EAS)

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Permit Nos. AQ0307MSS03 and AQ0307TVP03 Revision 1 to USAF for EAS, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Emissions:             The potential annual emissions of regulated air pollutants will not exceed: 40 tons PM, 1,804 tons NOx, 167 tons SO2, 677 tons CO, and 91 tons VOCs.  The total annual emissions of regulated air pollutants is 2,779 tons.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decisions for the USAF EAS.

Available Information: Copies of the permits, supporting documents, and administrative record are available at ADEC’s offices at 555 Cordova St., Anchorage, AK 99501, (907) 269-7577 and 410 Willoughby Avenue, Juneau during normal business hours.

The draft Operating Permit and Statement of Basis are also available at the Department’s website at: http://dec.alaska.gov/Applications/Air/airtoolsweb/AirPermitsApprovalsAndPublicNotices .

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period.  Written comments will be included in the record if received by close of the comment period.  ADEC will consider all comments received and make any change ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  ADEC complies with Title II of the Americans with Disabilities Act of 1990.
