Notice of Proposal to Issue Air Quality Control Operating Permit to TDX North Slope Generating, Inc., TNSG South Power Plant

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit No. AQ1401TVP01 to TDX North Slope Generating, Inc. TNSG South Power Plant, under Alaska Statutes 46.14 and regulations 18 AAC 50.

Applicant:      TDX North Slope Generating, Inc.,
                      615 E. 82nd Ave, Ste. 200, Anchorage, AK 99518

Location:       100 Power Plant Way, Deadhorse, AK 99734

Activity:         Electric power generation. The TNSG South Power Plant was previously part of the Deadhorse Power Plant. It became a separate stationary source when it was disaggregated from the TNSG North Power Plant in January 2016.

Application:  August 4, 2015

Emissions:     The potential annual emissions will not exceed: 174.1 tons of NOx, 102.5 tons of CO, 3.2 tons of PM-10, 5.5 tons of SO2, and 108.9 tons of VOC.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for TNSG.

Available Information: Copies of ADEC’s draft permit, statement of basis (SOB), and administrative records are available at ADEC’s Anchorage office during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM, at 555 Cordova Street, Anchorage, AK 99501-2617, 907.269.7577.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds good cause exists. ADEC will issue a final decision to issue or deny the permits after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
