DEC has prepared an APDES preliminary draft permit for the Kenai Oil Refinery owned by Tesoro Alaska Petroleum Company, LLC. The Preliminary Draft Permit and associated documents are available to the applicant for a 10-day review. Following the close of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 45-day public review period. Public comments will be accepted during the formal 45-day review period. Proposed Project and Location:
Tesoro Alaska Petroleum Company LLC operates the Kenai Oil Refinery located at Mile 22.5 Kenai Spur Highway adjacent to Cook Inlet, Alaska. Treated wastewater from the refinery wastewater treatment system is proposed to be discharged to the waters of Cook Inlet from Outfall 001 located on the pier approximately 1,000 feet from the shoreline.
DEC is proposing to authorize an acute and chronic mixing zone for Outfall 001. The parameters that apply to both acute and chronic mixing zones include ammonia, total residual chlorine, copper, arsenic, and cyanide. The parameters for the chronic mixing zone include pH, total aromatic hydrocarbons, total aqueous hydrocarbons, sulfide, phenolic compounds, manganese, nickel, and mercury.
