Notice of Proposed Revisions to Asphalt Plant Minor General Permit 3 Rev. 3

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Revision 3 to an existing Air Quality Control Minor General Permit for Asphalt Plants, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Location: State-wide – relocatable.

Activity: The sources covered by this permit prepare asphalt for construction use.  This minor general permit covers asphalt production activity and diesel-electric power generation for use at the facility.

Emissions: Potential emissions vary by equipment type specific to each transportable asphalt plant.  Emissions of carbon monoxide from asphalt production are expected to comprise the majority of emissions. For authorization under this general permit, emissions of each pollutant cannot exceed 100 tons per year

ADEC Revision Basis: The Department proposes this Revision 3 to simplify terms and improve compliance while maintaining standards.

The administrative record for this permit is available for review at ADEC’s Anchorage and Juneau offices during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM.

Opportunity for Public Participation:

Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.

Please note, this solicitation for comment is specific to those changed elements of the revised Minor General Permit 9 as the Department is not re-opening the initial permitting decision or underlying basis for comment.
