Notice of Utility Tariff Filings

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Home Water, LLC (Home Water) filed tariff revisions designated as TA24-386, TA25-386, TA26-386, and TA27-386. In the filings, Home Water proposes a number of rule revisions, and seeks to reorganize Sections 8-4 and 8-5 of its tariff.  Specific changes are discussed below.

TA24-386 proposes textual revisions to Section 7-1, Billing and Payment Responsibility, including deleting language that indicates the due date applies “provided that said bills are mailed on or before billing date.”  Additionally in TA24-386, Home Water proposes adding a new Section 7-8 listing the acceptable payment methods.

TA25-386 proposes to re-organize Section 8-4, Notice Requirements for Disconnection of Service.  The revised procedures still provide for two notice attempts before service will be disconnected, with the first notice sent by mail and the second notice by either telephone or premise visit. Home Water also proposes to remove a statement indicating customers who have failed to comply with a deferred payment agreement will receive the second notice before disconnection.  TA25-386 also proposes textual revisions to the notice provisions that apply where the company knows a landlord-tenant relationship exists.

TA26-386 proposes to revise the definition of Key Box in Section 1, Definitions, to include a statement indicating the key box must be kept in good repair by the customer, occupant or owner of the premises, with the customer responsible for leaks and breaks in the water service or water extension and for damages resulting from a leak or break (other than damages or acts of the Company).  The revision also provides that the customer is responsible for thawing the water service connection (extension from the main to the Customer premise), unless the freezing condition is demonstrated to be the result of a Company system malfunction and beyond the control of the Customer.

TA27-386 proposes making two changes to Section 9, Special Conditions of Service.  The first proposed change, to Subsection 9-4, would require customers to use Anchorage Well and Pump for any work such as connecting to Home Water’s mains, making alterations in an conduit, pipe, or other fitting connected directly therewith, or to turn water service on or off at the key box. The existing language in Subsection 9-4 requires customers to obtain a permit before work is done, but does not limit who may do the work.  Both the current and proposed language provide that the customer will be assessed a minimum charge of $80 plus the cost of any repairs to damage resulting from any unauthorized work.  TA27-86, also proposes to modify language at Subsection 9-5, regarding the circumstances and notice required before Home Water turn off the water in its mains for the purpose of making emergency repairs.
