Notice of Utility Application

NOTICE OFUTILITY APPLICATION

 

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on November 13, 2014, Securus Technologies, Inc.(Securus), the certificated intrastate interexchange carrier for inmate calling services at the Alaska Department of Corrections (ADOC) facilities, filed an application for a Certificate of Public Convenience and Necessity to provide private pay telephone service within ADOC facilities. Docket U-14-113 was opened to address this matter.

 

The application is accompanied by a request that the Commission waive certain regulatory requirements for service applicable to private pay telephone providers, including the per-call local rate cap of $0.25, incoming call requirements, access to 911 emergency calling, and access to operator assistance and toll-free numbers. Specifically, Securus seeks authority to charge a flat rate of $1.00 for local calls, which are currently provided without charge. Calls made from ADOC facilities to bondsman and certain state agencies, including but not limited to the Office of the Public Defender, the Office of Public Advocacy, and all state ombudsmen’s offices, will continue to be free of charge.

 

The application is further accompanied by a petition for confidential treatment of the certain proprietary and financial information filed in conjunction with the application.

 

The Commission has not assessed the completeness of the application. The Commission may determine whether the application is complete after the close of the comment period.
