Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Alaska Pacific Environmental Services Denali, LLC d/b/a Pacific Waste (APES-Denali), filed tariff revision TA27-502, proposing an interim across-the-board increase of 34.11 percent and a permanent across-the-board rate increase of 83.36 percent, based on the concurrently filed revenue requirement study with a 2013 test year. Proposed interim and permanent rates are compared with currently approved rates in the table below.

Additionally, APES-Denali proposes introducing a new surcharge to recover costs it incurs when disposing of the collected solid waste at a landfill or similar facility (end facility). Initially the surcharge will be zero percent; however, APES-Denali proposes adjusting the surcharge within 60 days of the effective date of any disposal rate change by an end facility.  The formula for calculating the proposed disposal surcharge will be similar to APES-Denali’s existing Cost of Fuel Surcharge and projected disposal costs, estimated revenues, a balancing account, and a base cost of disposal set in the rate case. 

In conjunction with TA27-502, APES-Denali filed a request for waiver of the requirements of 3 AAC 48.275(a)(8), 3 AAC 48.275(a)(11), and 3 AAC 48.275(a)(12), requiring pro forma schedules of provision for income taxes, cash working capital, and cost of capital.
