Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Chugach Electric Association, Inc. (Chugach) filed tariff revision TA393-8, seeking Commission approval of an Interim Power Sales Agreement (Interim PSA) between Matanuska Electric Association, Inc. (MEA) and Chugach. Chugach requests that all associated costs incurred under this Interim PSA be recovered through the Fuel and Purchased Power Cost Adjustment (FPPCA) surcharge. Until recently, MEA lacked power generation capacity and purchased power from Chugach under a wholesale power agreement. MEA is constructing generation equipment and will no longer be a wholesale customer of Chugach once its generation facilities are online. As of December 31, 2014, the existing all requirements wholesale powersales agreement between Chugach and MEA ends.
Some of the key provisions of the proposed Interim PSA include:

The term of the agreement is three months commencing January 1 through March 31, 2015, with an MEA option to extend for an additional three month period. MEA continues to receive the same level of service and base rates as under the existing contract.

Chugach provides all requirements service to MEA at existing approved base demand and energy rate levels, subject to adjustment pending final adjudication of Docket No. U-14-001, Chugach’s revenue requirement study. Service is provided on the basis of Chugach's entire system, not from any specified plant.

Chugach will pool up to four of MEA’s Eklutna Generating Station (ESG) units resources, if commercially available and will pay MEA $13.31 per KW for available capacity and $0.0139 per kWh for energy. MEA will provide the fuel for the units. Chugach has the option to use more resources if it deems greater use of EGS units to be economic.
In addition to the Interim PSA, Chugach has submitted revisions to Tariff Sheet Nos. 94,94.04, 95, 95.04, and 95.5, updating references to reflect the Interim PSA.
