The Alaska
Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested
Limit (ORL) approval AQ0056ORL01 to TDX Adak Generating, LLC for the Adak Power
Plant under Alaska Statute 46.14 and regulation 18 AAC 50.

Activity: The
operation of several diesel fired emission units. This public notice is for
the draft ORL only.
Emissions: The potential to emit at the stationary source will not exceed 99 tons
per year of nitrogen oxides (NOx) by limiting fuel consumption to 450,000
gallons in any 12 consecutive calendar months. This limit will also keep other regulated air pollutants below 100
tons per year. By limiting emissions, the stationary source avoids the
requirement to obtain an air quality control operating permit under AS
46.14.130(b) and 18 AAC 50.326.
ADEC Preliminary Review: Based on review of the application, ADEC has
made a preliminary decision to approve the ORL for the Adak Power Plant.

Opportunity for Public Participation: Notice is also given that any interested
person may present written statements relevant to the draft documents by the
close of the public comment period. Written comments will be included in the
record if received by close of the comment period. ADEC will consider all
comments received and make any changes ADEC finds beneficial or necessary to
assure compliance with 18 AAC 50 or State Law. Any person may request a public
hearing and that hearing will be held if ADEC finds that good cause exists.
ADEC will issue a final decision to issue or deny the ORL after the close of
